The National Government Owes Us P142 Million

The Republic of the Philippines owes Davao City a total of PhP142,000,000. This is the total amount of our Internal Revenue Allocation (IRA) that the national government haven’t paid. Councilor Laviña is asking the opinion of Davaoeños on which of the three options we should take to get our fair and RIGHTFUL share of the IRA.
He has set up a poll (on the upper right side bar) on his blog with the following options:
- Get it by installment for seven years.
- Get it now at a discounted rate of 70 percent.
- Borrow from Land Bank against this unreleased IRA.
I chose the third option. The government OWES us the money and it should be given to the city government to benefit the people RIGHT AWAY. I say an ABSOLUTE NO to the discounted rate of 70 percent. They have owed us this money for a long time and now we get it at a discounted rate? WHY?!
Mind you, it is not just to the Davao City that the national government owes money. The national government owes most, if not all, local government units a total of PhP 27 BILLION!
We really wouldn’t mind this if we saw concrete and transparent use of the money by the national government. Needless to say, I can’t see any.
