Is it Possible to Institutionalize the Bayanihan System?

Three Davao City councilors are set to propose legislation institutionalizing the Bayanihan system. Councilors Karlo Bello III, Louie John Bonguyan, and Teresita Mata-Marañon are determined to create legislation that will encourage bayanihan among the government, civil society, and communities in the city. According to the three, the system is most necessary in areas in the city that are not yet experiencing the comforts of electricity and engineering.
Is it really possible to institutionalize a Filipino value? Probably not. But mechanisms and legislation may be put in place encouraging joint ventures and projects such as those by Gawad Kalinga that encourage the government to work with civil society in empowering communities to help themselves. Hopefully, the City Council can successfully institutionalize these types of projects and efforts.
I hope these efforts will work while two of the most high profile and influential politicians in the city continue to bicker.
